SWT provided design services for the 54.8 Acre Unit 4 Phase 1 Groundwater Protection System, Construction Drawings, specifications and Design Report through SWT’s On-Call Engineering Services Contract with SWMD (2016 to 2019).
GROUNDWATER PROTECTION LCRS SYSTEM CLOSURE AND DRAINAGE

GROUNDWATER PROTECTION SYSTEM COMPOSITE LINER 
SWT provided design services for the 54.8 Acre Unit 4 Phase 1 Groundwater Protection System, Construction Drawings, specifications and Design Report through SWT’s On-Call Engineering Services Contract with SWMD (2016 to 2019). SWT was able to obtain an alternative liner system with the Santa Ana Regional Water Quality Control Board (RWQCB) allowing SWMD to utilize the belt press material by-product from the on-site sand and gravel plant, in conjunction with an additional Geosynthetic Clay Liner (GCL) and HDPE Geomembrane, with the double composite liner system already approved for the site. The Belt Press Material available on-site was used in lieu of importing expensive Low Permeability material, providing considerable savings for SWMD. The project design was fast-tracked, and submitted to the RWQCB. Review and approval by the RWQCB took less than two weeks, based on excellent up front and open communication with the Water Board. SWT is currently providing Construction Engineering Support for this 400 working day construction project. 

LCRS SYSTEM
Unit 4 Phase 1
SWT performed Design for the LCRS Sump and Pump Systems, Pump Riser Sleeves, Control Panels for LCRS Sump Pump System and Leachate Load-Out/Transfer System, Storage Tanks, Containment Storage Area, and Leachate Load-Out/Transfer Facilities for the Unit 4 Phase 1 Groundwater Protection System. Construction for this facility is scheduled for completion Fall 2019.

Unit 3 Design Upgrades
SWT performed design upgrades for the existing Unit 3 LCRS Pumping and Storage System in response to comments received from the Santa Ana Regional Water Quality Control Board. Design elements included installation of new leachate pumps, control panel, pressure transducers (level controls), tank high level alarm, and auto dialer, as well as new pump discharge lines, and piping reconfiguration at the existing containment walls. Magnetic flow meters were also installed at each discharge line. The project included preparation of an Operations and Maintenance Manual for the pumping and storage system, and preparation of Maintenance Reporting Documents for requested monitoring and reporting protocols.  

Unit 3 Phase 1
SWT Staff performed Design for the LCRS Sump and Pump Systems, Pump Riser Sleeves, Control Panels for LCRS Sump Pump System and Leachate Load-Out/Transfer System, Containment Storage Area, and Leachate Load-Out/Transfer Facilities for the Unit 3 Phase 1 Groundwater Protection System. Construction for this facility was performed in 2000.

CLOSURE AND DRAINAGE DESIGN

Drainage Design:
In Conjunction with the Unit 4 Phase 1 Liner Design, SWT prepared Design and Construction Drawings for a West Basin and South Basin. The goal was to maximize Basin Desilting capacities given available area, utilizing Dual Faircloth Skimmers that outlet directly to bulkheads rather than an outlet standpipe. The Basin Spillway handles the Q100, and maximizes stormwater retention for skimmer desilting. Excess stormwater flows over the spillway into the existing 54-inch and 48-inch west and south basin outlets (respectively). SWT also prepared Stormwater Pump Stations/Basins for both Unit 3 and Unit 4 Liner Development Areas. 
SWT prepared design of a concrete lined sediment basin and 24-inch CHDPE outlet pipe in conjunction with the Unit 5 area Perchlorate mitigation design. The basin was installed adjacent to an existing operating concrete plant.
SWT staff developed Construction Drawings and Specifications for the West Perimeter channel adjacent to Unit 1. The design of 2,000 Linear Feet of Trapezoidal Channel was based on hydrology and hydraulic studies prepared by SWT Staff for the Landfill.

Partial Final Closures:
SWT performed design of the Phase 1 Partial Final Closure Construction Project, prepared Project Specifications, Bid Schedule and Project Front End Documents for this 27.3-acre closure project. A Partial Final Closure Plan was prepared and reviewed and approved by the LEA. SWT will be providing construction engineering support for this project during Spring of 2015. This work was performed and will be performed under the On-Call Engineering Services Contract (2013 through 2016) with San Bernardino County Solid Waste Management Department (SWMD). 
SWT also prepared an interim closure design and specifications for a 50.1-acre portion of Unit 5 previously impacted by Perchlorate. A 1-foot interim low permeability material cap was placed over the impacted area to prevent further impacts. SWT prepared Design Drawings, Project Specifications, and Bid Schedule Construction engineering support was also provided for this 2010 construction project.
